In accordance with column 2 of endpoint 7.3, REACH Annex VII, the study does not need to be conducted for solids which decompose before boiling (e.g. auto-oxidation, rearrangement, degradation, decomposition, etc.). According the Ullmann's Encyclopedia of Industrial Chemistry thiourea rearranges relatively rapidly to NH4SCN from 135 °C (see IUCLID endpoint 4.2).
