Posúdiť, porovnať a vybrať
Po zostavení užšieho zoznamu alternatív pokračujte porovnaním možností a rozhodnite sa, ktorá by bola pre vaše použitie najvhodnejšia. Budete musieť vykonať tieto posúdenia:
- hodnotenie nebezpečnosti a rizika,
- posúdenie účinnosti,
- posúdenie ekonomickej životaschopnosti,
- posúdenie ďalších aspektov.
Pri porovnávaní je takisto dôležité skúmať širšie vplyvy, ako je využívanie energie a zdrojov, odpad, recyklácia alebo sociálny vplyv.
Najlepším prístupom k substitučnému projektu je postupný a iteratívny proces. Je potrebné určiť, ktoré prvky budete hodnotiť ako prvé, ako aj zodpovedajúcu úroveň podrobnosti, pričom toto rozhodnutie spravte vopred pri stanovovaní rozsahu substitučného projektu.
Po prvotnej analýze na vysokej úrovni sa vráťte ku kritériám, ktoré budú kľúčové pre prijatie rozhodnutia, a vykonajte podrobnejšiu analýzu.
V prípade alternatív chemických látok nezabudnite zhodnotiť ich riziká (nebezpečnosť a expozíciu). Skontrolujte, či sa nenachádzajú na zozname látok podliehajúcich podrobnejšiemu preskúmaniu agentúry ECHA alebo členských štátov EÚ – môžu byť predmetom budúcich regulačných opatrení a vy by ste určite nechceli nahrádzať látkou, ktorá môže byť v blízkej budúcnosti zaradená medzi látky vzbudzujúce obavy. Využívajte rôzne toxikologické databázy a expozičné modely, aby ste získali úplný obraz.
Okrem hodnotenia nebezpečností a rizík spojených s používaním alternatívnych látok je dôležité posúdiť účinnosť a ekonomickú životaschopnosť. Môžu byť pre vás vhodné experimentálne metódy, ktoré vám umožnia preskúmať niekoľko premenných súčasne. A napokon v súvislosti so životným cyklom odporúčame posúdiť potenciálne výhody rozličných možností nahradenia (napr. nebezpečnosti v porovnaní s emisiami skleníkových plynov).

- The Quick Chemical Assessment Tool (QCAT): A simplified version of the GreenScreen® for Safer Chemicals hazard assessment methodology, to allow SMEs to perform a quick alternatives assessment for chemicals of concern. QCAT also provides detailed information on where to find data and how to interpret the data needed to complete a hazard assessment using the tool.
- GHS Column Model: On the basis of just a small amount of information on the products in question, substitute substances can be assessed with the aid of this table.
- Pollution Prevention Options Analysis System (P2OASys): The tool was designed by the Toxic Use Reduction Institute of Massachusetts (TURI). It aims to help companies conduct a comparative analysis of the hazard profile of alternatives. It can be used to analyse technological processes, individual chemicals or chemical mixtures. The tool requires certain expertise which may render it unsuitable for SMEs.
- OECD Guidance on Key Considerations for the Identification and Selection of Safer Chemical Alternatives:
The guidance aims at helping in identifying the minimum requirements needed to determine whether a chemical alternative is safer. It also includes broader sustainability considerations, beyond chemical safety.
- Guide on sustainable chemicals – German Environment Agency: A decision tool for substance manufacturers, formulators and end users of chemicals.
- Sustainability method selection tool: Developed by RIVM, this tool helps you find the best method for answering your sustainability questions.
