EC number: 266-007-8 | CAS number: 65996-74-9 The oxidized surface of steel produced during reheating, conditioning, hot rolling, and hot forming operations. This substance is usually removed by process waters used for descaling, roll and material cooling, and other purposes. It is subsequently recovered by gravity separation techniques. Composed primarily of high-purity iron oxides. May contain varying amounts of other oxides, elements, and trace compounds.

The Background document on the Environmental Effects Assessment of Iron (2022) that is attached to this dossier summarizes the available information on Fe-toxicity in the environment, and explains why the derivation of a PNEC is not relevant and cannot technically be calculated . Supporting information is also provided in a Fe-PNEC discussion paper ("Position Paper - Predicted No Effect Concentration", 2010) and in the WCA "Background document on Iron in the Aquatic Environment"; the latter document provides a comprehensive review of the effects and behaviour of iron in the aqueous environment.
Other attached documents provide information on exposure based waiving of iron in soil and sediment (White paper on Exposure-based waiving for Fe and Al in Soils and Sediments, 2010), exposure assessment of iron in surface waters (Background document - Exposure Assessment of Iron), and waiving of secondary poisoning for iron (White paper on waiving for Secondary poisoning for Fe and Al Compounds, 2010).
The read-across strategy among Fe-compounds that was applied to ensure that all data requirements were fulfilled, is described in the attached RAAF document "REACH Environment Data Matrix: Grouping and read-across justification for the environmental hazard assessment of Iron Compounds".

Available data suggest that iron salts are relatively non-toxic and this was sufficient for the EU Classification and Labelling Committee to determine that there was no need for classification of iron salts. It was also concluded that iron massive and sparingly soluble forms of iron are highly insoluble and non-hazardous. Literary studies have extensively used test solutions with iron concentrations above that of its solubility limit. Due to physical effects of precipitated material some of these studies are meaningless for the investigation of intrinsic toxicity. Therefore a PNEC is not required.
