Remarks:
Mill scale is mainly and primarily composed of high-purity iron oxides (on average above 65%, i.e. FeO, Fe2O3, Fe3O4). Besides, other metal oxides and spinels, elements, and trace compounds such as oil residues <1% for all the uses except for batteries and Melting charge for which <3% can be found in the mill scale. Applicant's summary and conclusion

Conclusions:
Iron is amongst the most common elements in the earth’s crust and can be found in great abundance in both the terrestrial as sediment environment. The relative contributions of anthropogenic iron to the existing natural pools of iron in soils and sediments is therefore not relevant either in terms of added amounts and in terms of toxicity. Based on these exposure considerations additional sediment and/or soil testing is not warranted.
