JUSTIFICATION FOR DATA WAIVING
Structural considerations predict that the test substance will have reducing properties. The substance is a chloroaniline. The low oxidation of nitrogen in the amine groups (-3) mean they can take up oxygen to form nitro groups with an oxidation state of +3. Conversely the reference barium nitrate molecule contains six hydrogen atoms, has a high oxidation state and will readilly release its oxygen/take up hydrogen. Chloroanilines are generally considered to be not oxidising.

Additional information

On the basis of the chemical structure the substance is incapable of reacting exothermically with combustible materials. Structure consideration, taking into account the EEC Method A.17 (1984), leads to a conclusion that the substance has reducing properties. Chloroanilines are considered to be not oxidising.

The available data on oxidising properties of the test substance do not meet the criteria for classification according to Regulation (EC) 1272/2008 or Directive 67/548/EEC, and are therefore conclusive but not sufficient for classification:
