Additional information

In accordance with column 2 of REACH Annex VIII, the in vivo skin irritation study (required in section 8.1.1) and the in vivo eye irritation study (required in section 8.2.1) do not need to be conducted as the substance is classified as corrosive to the skin based on the results of the acute oral toxicity study of Tos (1996), and in accordance with the harmonised classification of the substance as Skin Corr. 1B according to the CLP regulation (1272/2008).

Justification for classification or non-classification

Aqueous solutions

Chlorine dioxide 0.2% is classified for skin and eye irritation/corrosion as Skin Corrosive Cat.1 according to the CLP Regulation (1272/2008) and based on the results of the acute oral toxicity study of Tos (1996). In this study, the corrosive effects observed during the autopsy of animals which died showed test article-related changes in the gastrointestinal tract: congestion and erosions with mucus or test article presence in the stomach and meteorism and thinning walls with catarrhal or catarrhal-hemorrhagic content in the intestine.

Therefore, the classification as Corrosive to the skin covers effects on eyes (H314: Causes severe skin burns and eye damage). The substance is also classified as Eye Damage 1.

In addition, the current CLH for Chlorine dioxide in solution is dependent of the following concentration limits:

- Skin Corr. 1B; H314: C ≥ 5 % for information (not relevant for the dossier)

- Skin Irrit. 2; H315: 1 % ≤ C < 5 %: relevant for solutions at ≥ 1 to ≤ 2%

- Eye Dam. 1; H318: 3 % ≤ C < 5 % for information (not relevant for the dossier)

- Eye Irrit. 2; H319: 0,3 % ≤ C < 3 %: relevant for solutions at ≥ 0.6 to ≤ 2%

Gas

Chlorine dioxide (gas) is classified as Skin Corr. 1B in accordance with the CLH classification.

Therefore, the classification as Corrosive to the skin covers effects on eyes (H314: Causes severe skin burns and eye damage). The substance is also classified as Eye Damage 1.

Based on the mechanism of action (corrosivity), additional labelling EUH071 for the gas is needed: corrosive to the respiratory tract.
