Justification:

An evaluation of the inherent properties of 1,4-dimethylpiperazine is performed against the ANNEX XIII criteria. If insufficient data were available, the screening criteria as laid down in ECHA Guidance on information requirements and chemical safety assessment Chapter R.11: PBT Assessment (2008) were applied.

1,4-dimethylpiperazine is considered not readily biodegradable according to an OECD 301 C study (Huntsman, 2008). Adaptations of micro-organisms is an important process for the degradation rate of 1,4-dimethylpiperazine in the environment. Results from a OECD 301 B study (BASF, 1996) indicate that 1,4-dimethylpiperazine show enhanced biodegradability under acclimated test conditions.

Therefore, although the substance is concluded to be not readily biodegradable in an OECD 301C study, the substance should not be classified as persistent (P and vP).

The available evidence on bioaccumulation potential for 1,4-dimethylpiperazine indicates that the screening criteria for bioaccumulation potential (B and vB) are not met. Based on a low log Kow of -0.26, a low BCF can be estimated. In addition based on toxicokinetic information, a high bioaccumulation in mammals is not expected. Since the log Kow of the substance is < 4.5, the screening criteria for bioaccumulation are not fulfilled and 1,4 dimethylpiperazine is concluded not to have a bioaccumulative potential (not B / not vB).

 

Finally, because the substance does not fulfill the screening criteria based on acute toxicity for being considered as T, and does not fulfill two of the three Annex XIII criteria (classification for hazardous properties for human health), enough evidence is available for concluding that the substance is not T.

 

Based on the above, 1,4-dimethylpiperazine should not be considered as a PBT/vPvB substance.
