Examining the structural formula, the following observations can be made:
- The molecule does not contain any functional groups such as organic nitro compounds, N-halogen compounds (N-X), Oxohalogen compounds, interhalogen compounds
- The highly electronegative atoms which are present constitute a high proportion of the molecule and are bound to elements in a high oxidation state. In case of dimethyl piperazine there are no highly electronegative atoms
- The highly electronegative atoms which are bonded to each other or to other electronegative elements such as iodine, nitrogen, sulphur or phosphorus. In the case of dimethyl piperazine, there are no highly electronegative atoms.
- Assessment against the above criteria indicates strongly that the molecule will not have oxidising properties.
In every aspect of the oxidising liquids exemption procedure, dimethyl piperazine does not show any evidence of possessing oxidising properties.
Description of key information
Based on the chemical structure, the test substance is determined to be non-oxidising (waiver statement). This conclusion is supported by a theoretical expert assessment (Younis, 2013).
