REACH Annex VII, Section 7.13, column 2 states that oxidising properties test need not be conducted if there are no chemical groups which are capable of reacting exothermically with combustible materials (e.g organic substances not containing oxygen or halogen atoms and these elements are not chemically bonded to nitrogen or oxygen, or inorganic substances not containing oxygen or halogen atoms).

From the compositional description and the structural formula given, it can be concluded that the substance EC 903 -161 -3 does not exhibit oxidizing properties. There are no functional groups present that would indicate that this substance would promote oxidation and thus it should not be classified as hazardous according to the criteria for evaluating oxidizing properties. This is furthermore confirmed by long term handling experience.
