JUSTIFICATION FOR DATA WAIVING
In accordance with column 2 of REACh Annex VII, the study does not need to be conducted if the substance is incapable of reacting exothermically with combustible materials, for example on the basis of the chemical structure.
According to Regulation (EC) N°1272/2008 (CLP) criteria (Annex I §2.13.4./2.14.4., or as listed in the ECHA endpoint specific guidance on information requirements (R.7a, v6.0, July 2017, §R.7.1.13)), the substance contains electronegative atoms, oxygen, and though this element is not chemically bonded only to carbon and/or hydrogen, it is linked to aluminium, which is of low electronegativity, or sulfur, which is an electronegative element, but inorganic sulphates are not known to have oxidising properties (cf Bretherick's handbook of Reactive Chemical Hazards). Then oxidising properties are unlikely, and the classification procedure shall not apply, no further testing is required.
