Justification: According to the ECHA Guidance on information requirements and chemical safety assessment Chapter R.7a.: Endpoint specific guidance May 2008, when an inorganic element is in its highest possible oxidation state is incapable of further reaction with oxygen and can thus be designated as non-flammable. The highest oxidation state of tungsten is VI and the oxidation state of tungsten in this compound is VI. Thus, the substance can be considered non-flammable and non-pyrophoric.
