Calcium lactate fully dissociates into Ca2+ ions and lactate. The toxicological effects of lactate can be understood in terms of the toxicological effect of lactic acid. Calcium ions - i.e. simple calcium salts, are non-toxic.
Lactic acid is a ubiquitous and essential molecule of life; natural concentrations in vivo can and will vary wildly. Lactate is non-toxic, any (local) effects are due to pH effects only; long-term DNELs are therefore considered not relevant.
