The water solubility of the reaction product of 1-chloro-2,3-epoxypropane, sodium hydroxide, sodium carbonate, and water (i.e., Dow Polyglycerine) was evaluated using the Preliminary Test procedure described in OECD Guideline 105. This test was conducted to fulfill (in part) the information requirement of REACh Annex VII, and to confirm undocumented information regarding the solubility of the test material in water.A weighed portion of the test material was combined with weighed portions of Ultrapure water in a clear glass vial, shaken for several minutes, and observed visually to qualitatively assess solubility. As the test material was observed to form a continuous/homogenous liquid at five test material:water proportions ranging from 1:0.1 to 1:1 (w:w), the test material was concluded to have solubility > 1,000 g/L at 23 °C. The measured dissolved organic carbon (DOC) concentration associated with the 1:1 mixture of test material and water was shown to be equivalent to 97% of the total organic carbon value, confirming that the components of the test material are entirely dissolved in water. The pH of a 0.1% wt. solution of the test material in Ultrapure water was recorded as 7.81 at 23 °C. For the purposes of assessing fate, transport, and toxicity of the test material in the aquatic environment, the components of this test material can be considered as “miscible” in water in all proportions.
