Additional information

The substance does not contain the elements fluorine or oxygen. While the substance contains chlorine, it is chemically bonded only to carbon atoms. According to Regulation (EC) No 1907/2006, Annex VII, 7.13 Oxidising properties, column 2: The study does not need to be conducted if the substance is incapable of reacting exothermically with combustible materials, for example on the basis of the chemical structure (e.g. organic substances not containing oxygen or halogen atoms and these elements are not chemically bonded to nitrogen or oxygen).

Justification for classification or non-classification

According to the Oxidising Properties test methods section 1.1, A17 and A21, in Regulation (EC) No. 440/2008, the substance may be considered not-oxidising based on an examination of the chemical structure for functional groups associated with oxidising properties. The available data are considered reliable and suitable for classification. As a result the substance does not meet the criteria for classification under Directive 67/548/EEC, as amended for the 28th time in Directive 2001/59/EC, Annex VI, 2.2.2.

 

According to the additional criteria for classification under Regulation (EC) No. 1272/2008, Annex I, part 2, 2.13.4, if the molecule does not contain oxygen, fluorine or chlorine, or contains these atoms only bonded to carbon or hydrogen, then testing is not required. The available data are considered reliable and suitable for classification. As a result, this substance does not meet the criteria for classification under Regulation (EC) No. 1272/2008.
