In accordance with Column 2 of REACH Annex VII, the water solubility study (section 7.7) does not need to be conducted as the substance is hydrolytically unstable at pH 4, 7, and 9 (half-life less than 12 hours).

Based on several peer reviewed hadbook data, parent substance titanium tetrachloride hydrolyses in water rapidly via target substance titanium oxychloride to final hydrolysis products titanium dioxide (insoluble) and hydrochloric acid (see also endpoint entries in section "hydrolysis").
