Conclusion on classification
Based on the following meetings of the Commission Working Group on the Classification and Labelling of Dangerous Substances 2-Hydroxyethyl acrylate was classified as N, R50.

DE, UK and BE proposed no classification; FR proposed classification as N; R51 -53 or no classification due to lack of data. The Group noted that the substance was readily degradable. DE agreed to supply additional data which was available from Dow which indicated classification as N; R50.
Conclusion: The Group provisionally agreed to classify the substance as N; R50.

The Group agreed to classify the substance as N; R50.
The classification was based on an acute toxicity study in Daphnia magna in which an EC50 of 0.78 mg/L (nominal) was determined (Dow 1992).
Based on new evidence from short-term and long-term studies conducted in Daphnia magna according to OECD TGs and GLP regulations (REACH Task Force, 2013), re-evaluation of the aquatic toxicity data and the resulting classification is proposed.
Based on available short term studies on fish, aquatic invertebrates and algae 2-hydroxyethyl acrylate is no subject for classification according to Regulation (EC) No 1272/2008 (CLP) with regard to acute aquatic toxicity. All endpoints determined (LC50, EC50 and ErC50) were > 1 mg/L.
Based on NOEC values between 0.1 mg/L and 1 mg/L determined in long term studies with aquatic invertebrates (Daphnia magna) and algae (Pseudokirchnerella subcapitata) and the fact that 2-hydroxyethyl acrylate is readily biodegradable and there is no indication of a potential for bioaccumulation based on a log Pow of -0.17 the test substance is classified as aquatic chronic, cat.3 according to Regulation (EC) No 1272/2008 (CLP).
