Conclusions:
When exposed to humidity of air, VCl4 instantaneously decomposes in VOCl2 and HCl, following the equation:
2VCl4 + 2H2O => 2VOCl2 + 4HCl
and then
2VOCl2 + 2H2O => V2O4 + 4HCl

This reaction is verified weekly in a laboratory by the color change when VCl4 is exposed to the air (brown to blue).
Testing for hydrolysis is then technically impossible and scientifically unjustified: instantaneous decomposition of VCl4 in presence of humidity of air do not allow hydrolysis testing.
