On the basis that the substance was found not to have undergone ready biodegradation, and it anticipated to have a very long hydrolysis half-life, this meets the criteria as Persistent or Very Persistent (P or vP). The has a low octanol-water partition coefficient and does not meet the criteria for bioaccumulation (B or vB), and it is not toxic (it does not meet the criteria for T in terms of the long-term aquatic hazard, CMR properties, or other long-term toxicity criteria).
As the substance is not bioaccumulative or toxic within the meaning of the PBT assessment, the substance is not PBT or vPvB.
