Justification:

Propyl chloroformate (CAS 109-61-5) rapidly hydrolyses in contact with water to form propanol (CAS 71-23-8), hydrogen chloride (CAS 7647-01-0) and carbon dioxide (CAS 124-38-9). Due to this rapid hydrolysis, the assessment of the PBT/vPvB properties of the parent compound is considered to be of low relevance. As the PBT/vPvB criteria of Annex XIII do not apply to inorganic substances, only the hydrolysis product propanol is considered.

Propanol was determined to be readily biodegradable. Therefore, the substance does not fulfill the screening criteria for P/vP.

The estimated log Kow of propyl chloroformate (log Kow = 1.12) as well as the experimental log Kow of propanol (log Kow = 0.2) indicate that significant bioaccumulation in organisms is not to be expected. It can be concluded that the substance is not B/vB. 

Chronic toxicity data are available for algae only. Acute toxicity data are available for fish, daphnids and algae. The lowest chronic effect value is significantly greater than 0.01 mg/L (96 h NOEC = 2000 mg/L; Slooff et al., 1983). In addition, all available acute toxicity values (LC/EC50) are clearly greater than 0.01 mg/L (for details see IUCLID chapter 6.1). The substance is concluded to be not T.
