Justification:

Annex XIII to the REACH Regulation (Commission Regulation 1907/2006, as amended by Regulation 253/2011, 15 March 2011) states that the assessment of Persistence, Bioaccumulation and Toxicity will apply to all organic substances, including organometals. Fe3P is an inorganic substance, and therefore does not meet this criteria; on this basis it is concluded that a PBT assessment is not necessary. It is concluded that Fe3P is not a PBT substance.

In addition to the above reasoning, it should be noted that Fe3P is insoluble in water (<1 mg/L at 20°C), and so would not be expected to enter the aquatic phase, and therfore would not be expected to bio-concentrate across different trophic levels. Furthermore, none of the aquatic ecotoxicity testing nor the toxicity testing (for human health endpoints) conducted on Fe3P has indicated any toxic effects, and Fe3P does not meet the criteria for classification as hazardous. It may therefore be concluded that Fe3P would not meet the criteria as Toxic ("T-") as defined in Annex XIII of the REACH Regulation.
