Justification:

The PBT Assessment for Reaction mass of 2-(3,4 -dimethyl-1H-pyrazol-1-yl)succinic acid and 2-(4,5-dimethyl-1H-pyrazol-1-yl)succinic acid is based on the criteria set out in the “Guidance on information requirements and chemical safety assessment, Chapter R.11: PBT Assessment” (ECHA, 2017).

Persistence

Reaction mass of 2-(3,4-dimethyl-1H-pyrazol-1-yl)succinic acid and 2-(4,5-dimethyl-1H-pyrazol-1-yl)succinic acid is not expected to persist in the environment, since rapid degradation to 3,4-dimethylpyrazole (DMP) with normalized half-lives of 1.5 - 3.3 d (OECD 307, 28 d) was demonstrated. Degradation of DMP was tested in parallel with normalized half-lives of 3.8 - 8.9 d in soil. The fast degradation of DMP is further supported by QSAR calculations indicating ready biodegradation. Thus, the parent substance as well as the degradation product DMP do not fulfil the P/vP criteria.

Bioaccumulation

Since Reaction mass of 2-(3,4-dimethyl-1H-pyrazol-1-yl)succinic acid and 2-(4,5-dimethyl-1H-pyrazol-1-yl)succinic acid has a log Kow value of <-2.2, it does not fulfil the screening criteria for B or vB.

Toxicity

The long-term toxicity test with Daphnia magna resulted in a NOEC (21 d) of 11.1 mg/L (OECD 211) for Reaction mass of 2-(3,4-dimethyl-1H-pyrazol-1-yl)succinic acid and 2-(4,5-dimethyl-1H-pyrazol-1-yl)succinic acid. Additionally, Reaction mass of 2-(3,4-dimethyl-1H-pyrazol-1-yl)succinic acid and 2-(4,5-dimethyl-1H-pyrazol-1-yl)succinic acid is not classified according to the consolidated version of Regulation (EC) No 1272/2008 for environmental or human health hazards (except for eye damage). Thus, based on the current data, the criteria set out in Annex XIII of Regulation (EC) No 1907/2006 are not met and Reaction mass of 2-(3,4-dimethyl-1H-pyrazol-1-yl)succinic acid and 2-(4,5-dimethyl-1H-pyrazol-1-yl)succinic acid does not fulfil the T criterion. 

In conclusion the substance is not PBT/vPvB.
