Endpoint:
explosive properties of explosives
Data waiving:
study scientifically not necessary / other information available
Justification for data waiving:
the study does not need to be conducted because there are no chemical groups present in the molecule which are associated with explosive properties
Justification for type of information:
JUSTIFICATION FOR DATA WAIVING
According to REACh Annex VII / column 2, the study does not need to be conducted if there are no chemical groups associated with explosive properties present in the molecule.
According to Regulation (EC) N°1272/2008 (CLP) criteria and screening procedure (as listed in appendix 6 to the UN Recommendations on the Transport of Dangerous Goods - Manual of Tests and Criteria (6th revised edition, 2015) or in the ECHA endpoint specific guidance on information requirements (R.7a, v6.0, July 2017, §R.7.1.11), NO REACTIVE GROUP was identified in the chemical structure.
Then explosive properties are not anticipated, and the acceptance procedure for Class 1 explosives shall not apply, no further testing is required.

The following visual observations were made:

In the test for thermal sensitivity, the test item burned with a large, yellow-orange, sooting flame. In all conducts, burning time lay between 2 and 3 minutes. After all test item had burned, no further reaction was visible.

In the test for mechanical sensitivity (shock), formation of vapour was observed.

Discussion:

No signs of an explosive reaction could be observed in any of the tests.

Therefore, the test item is considered as "not explosive under the conditions of guideline EU A.14".

Interpretation of results:
study cannot be used for classification
Conclusions:
The test substance is not sensitive to heating and shock.
The test is inconclusive according to Regulation (EC) N°1272/2008 (CLP) criteria.
The test item can be considered as "Not explosive under the conditions of method EU A.14".
Executive summary:

The explosive properties of test item were tested under GLP, according to EU A.14 guideline.

In the test for thermal sensitivity (Koenen test), no explosion was observed. In the test for shock sensitivity (fall hammer), no explosion was observed using an energy of 40 J. The test for mechanical sensitivity (friction) was not conducted because of the liquid nature of the test item.

Description of key information

Testing not required, based on chemical structure.

Not explosive with regard to heat sensitivity (experimental).

Key value for chemical safety assessment

Explosiveness:
non explosive

Additional information

According to the screening procedure described in Regulation (EC) N°1272/2008 (CLP), the structure of the substance does not contain any chemical group associated with explosive properties.

Therefore, no further testing is required.

Moreover, a supporting experimental study for the determination of explosive properties, with regard to sensitivity towards heat and shock (friction not required for liquids) is available. This test was conducted according to previous Directive 67/548/EEC (DSD) classification criteria, so the conclusion cannot be extrapolated to CLP criteria, as the testing strategy and study design differ significantly. Nevertheless the Koenen tube test is common, and the negative result confirms that the substance is not sensitive to heat.

Justification for classification or non-classification

The substance is NOT classified as explosive according to CLP, based on the structural formula, that fulfills the screening procedure criteria.
