Executive summary:

The objective of this structural assessment was to evaluate the oxidizing properties of Dye-2019. The assessment was carried our in accordance with The United Nations, "Recommendations on the Transport of Dangerous Goods, Manual of Tests and Criteria", Test O.1: Test for oxidizing solids, 2015, ST/SG/AC.10/11/Rev.6 and European Chemicals Agency, "Guidance on Information Requirements and Chemical Safety Assessment, Chapter R.7a: Endpoint specific guidance", Version 6.0, July, 2017.

The oxidizing properties of test item are possible to assess by its chemical structure. All components of the test item are organic compounds containing nitrogen, oxygen, sodium,sulfur and copper, but, it was confirmed that these did not contain the structural groups associated with oxidizing properties. From the assessment of chemical structure, it was concluded that the test item had no oxidizing properties.
