Justification:

Persistance - The test item attained 0% biodegradation after 28 days and therefore cannot be considered to be readily biodegradable. The substance was found not to be readily biodegradable and hydroylsis testing was not feasible on the basis of poor water solubility. In the absence of any data to the contrary it must be assumed the substance possesses P or vP properties.

Bioaccumulation- According to Guidance on Information Requirements and Chemical Safety Assessment

Chapter R.11: PBT/vPvB assessment (Version 3.0, June 2017), for Substances with low solubility in octanol and water, the assessment strategy of log P can be referred with Critical body burden (CBB) concept.

The Log Kow is estimated as 1.3 and indicate that IDCP is not B (i.e. unlikely to have a BCF > 2,000).

Also it is recommended that possibly not B if a Dmax ave of > 1.7 nm plus a molecular weight greater than 1100. The IDCP with Dmax ave of > 10μm (particle size <100μm : 98.3%; particle size <10.0μm : 0.34%) and molecular weight of 11,000 confirmed not B.

Based on the data above the substance does not meet criteria for T properties.

Toxicity - No long term aquatic toxicity data are available however no toxicity was seen at any trophic level during acute aquatic toxicity testing. There are no data available to assess carcinogenicity. For mutagenic effects all in-vitro studies were concluded negative. In the reproductive toxicity screening study no reproductive effects were seen and no development effects were seen in the absence of possible toxic effects seen in maternal animals. There was no evidence of any significant organ damage during the 28day repeat dose oral study .

Based on the data above the substance does not meet criteria for T properties.

 

Overall it is concluded that the substance is not a PBT substance.
