The explosivity of the substance was evaluated according to the EU Method A.14 (Explosive properties).

The Similar substance 01 is not considered explosive under the conditions of the test (supporting studies).

Thermal Sensitivity (effect of a flame): the substance is not thermally sensitive.

Mechanical Sensitivity (shock): the substance is not shock sensitive.

Mechanical Sensitivity (friction): the substance is not sensitive to friction.

The registered substance can be considered non explosive and the test on the substance itself waived, based on the evaluation of Chemical groups, oxygen balance, thermal behaviour, handling and transport experience.

Justification for classification or non-classification

An explosive substance or mixture is a solid or liquid substance or mixture of substances which is in itself capable by chemical reaction of producing gas at such a temperature and pressure and at such a speed as to cause damage to the surroundings.

For explosives of divisions 1.1 to 1.6, a core set of tests that need to be performed, but they can be waived.

According to the CLP Regulation 1272/2008, 2.1.4.2 section, a screening procedure aimed at identifying the presence of such reactive groups and the potential for rapid energy release.

A substance shall not be classified as explosive if (2.1.4.3. section of CLP):

(a) There are no chemical groups associated with explosive properties present in the molecule, or

(b) The substance contains chemical groups associated with explosive properties which include oxygen and the calculated oxygen balance is less than - 200;

(c) When the organic substance or a homogenous mixture of organic substances contains chemical groups associated with explosive properties but the exothermic decomposition energy is less than 500 J/g and the onset of exothermic decomposition is below 500 °C. The exothermic decomposition energy can be determined using a suitable calorimetric technique; or

(d) For mixtures of inorganic oxidising substances with organic material(s), the concentration of the inorganic oxidising substance is:

-    less than 15 % by mass, if the oxidising substance is assigned to Categories 1 or 2;

-    less than 30 % by mass, if the oxidising substance is assigned to Category 3.

Azo compound contains Chemical groups associated with explosive properties indicated in Table R.7.1-28 of ECHA Guidance, but the substance to be registered has the oxygen balance calculated less than – 200, the exothermic decomposition energy is less than 500 J/g and the onset of exothermic decomposition is below 500 °C. The onset reported on DSC is 359.90 °C and the enthalpy has a value of – 24.23 (24.23) J/g.

The Similar substance 01 is not considered explosive.

As conclusion, the substance shall not be classified as explosive.
