Additional information

There are studies on fish, daphnia and alga with buffered medium and studies on daphnia and alga with non-buffered medium. Toxic effects were only observed with studies using non-buffered medium which indicates that the effects were caused by pH-shift and, thus, not by an intrinsic property of the test item. Since only intrinsic properties need to be addressed these effects are not relevant for classification.

In order to provide an aquatic PNEC for use in the CSA an appropriate assessment factor was applied to the lowest endpoint from the studies in buffered media. This is justified since aquatic exposure will only occur following emission to waste water which will be buffered in STP. Interaction with organic matter in the natural environment is also likely to provide significant buffering capacity negating the effects of pH.

It should be noted that there is no study with fish and non-buffered test medium, but since effect concentrations were comparable with daphnia and alga it is assumed that fish would also show effects in the respective concentration range. Additionally, further invertebrate testing may not be justified since classification based on results with non-buffered medium is not mandatory.

Conclusion on classification

The registered substance phosphoryl trichloride, CAS no. 10025-83-3, EC no. 233-046-7 is an inorganic substance.

According to Regulation (EC) No 1907/2006 (REACH) studies on log Kow and biodegradation do not need to be conducted as these are irrelevant for an inorganic substance.

 

Based on the available information phosphoryl trichloride is not classified for environmental hazards according to Regulation (EC) No 1272/2008 (CLP).
