The purpose of this expert assessment was to determine the explosive potential of calcium titanium trioxide. This was achieved by examining the molecular structure (functionality) of the substance with reference to relevant regulation, namely the Registration, Evaluation, Authorisation, and Restriction of Chemicals (REACH) Regulation (EC) No 1907/2006 and the Classification, Labelling, and Packaging (CLP) Regulation (EC) No 1272/2008. Certain groups of elements are commonly associated with explosive behaviour, as described in Table A6.1 of Appendix 6, UN Recommendations on the Transport of Dangerous Goods: Manual of Tests and Criteria, 6th Ed. These structural motifs were subsequently referred to as part of a screening procedure.

Following expert assessment, it has been concluded that calcium titanium trioxide does not have explosive properties given a lack of structural features typically associated with explosiveness.
Executive summary:

An assessment was performed to assess calcium titanium trioxide for explosive behaviour, predominantly by reviewing the molecular structure (functionality) of the registered substance and that of titanium dioxide, which is a potential impurity. A screening procedure was undertaken in line with Section 7.11 of the REACH Regulation (EC) No 1907/2006 and Section 2.1.4 of the CLP Regulation (EC) No 1272/2008, as well as in reference to a number of structural motifs associated with explosive properties (Table A6.1 of Appendix 6, UN Recommendations on the Transport of Dangerous Goods: Manual of Tests and Criteria, 6th Ed). Chemical functional groups in Table A6.1 include (but are not limited to) C-C unsaturation (acetylenes, acetylides, 1,2-dienes), C-metal and N-metal (Grignard reagents, organo-lithium compounds), contiguous O atoms (peroxides, ozonides) and N-halogen (chloramines, fluoroamines). It was concluded that calcium titanium trioxide is not explosive as no structural features were identified that are typically associated with explosive behaviour. Subsequently, further study is not required (REACH Regulation (EC) No 1907/2006).
