The substance has no surface activity under the test conditions.
Executive summary:

The study was conducted according to the guidelines into force (ring method), and under GLP. The surface tension of the substance TFE was measured to be 69.3 (+/- 0.1) mN/m at the maximum testing concentration of 1 g/L, and at the temperature of 20°C.

Description of key information

The substance TFE is not considered to be a surface-active agent, according to EC criteria.

Additional information

A fully reliable GLP study was conducted at the maximum testing concentration of 1 g/L, showing only a slight lowering of the surface tension of water.

Two supporting published studies show significant surface active properties for TFE, but applying to higher concentrations than required for testing.
