Applicant's summary and conclusion

Conclusions:
Considering that distilled water has a surface tension of 72.8 mN/m at 20 °C and that of the test substance was determined to be between 68.6 and 68.8 mN/m, under the conditions of a method similar to OECD 115 guideline, the test substance can be regarded as being a not surface active material.
Executive summary:

Using the ring method, the surface tension of a 1 g/L sodium diisobutyl monothiophosphate solution at 20°C has been determined as 68.6 -68.8 mN/m. The substance is not surface active according to the criterium in the EC A.5 guideline.
