JUSTIFICATION FOR DATA WAIVING
In accordance with REACH Annex XI (Section 1), testing does not appear scientifically necessary. Use of existing information on the constituent metal oxides is sufficient to conclude on the flammability of the substance. Inorganic oxides in which the inorganic element is in its highest oxidation state are incapable of further reaction with oxygen and can thus be designated as non-flammable. The oxidation state of zirconium, yttrium and erbium in zirconium oxide, erbium and yttrium doped are in the highest possible oxidation states (4+ for zirconium and 3+ for yttrium and erbium) and thus zirconium oxide, erbium and yttrium doped can be considered as non-flammable.
