JUSTIFICATION FOR DATA WAIVING
In accordance with REACH Regulation (EC) No. 1907/2006 Annex VII, column 2 section 7.6 the study does not need to be conducted if based on structure, surface activity is not expected or is not predicted and/or surface activity is a desired property of the material. Based on structural assessment; none of the substance constituents is predicted to be surfactant (distinct polar and non-polar parts of the molecule). In an available EU Method C.7 (abiotic degradation: hydrolysis as a function of pH), the substance was found to have a half-life for hydrolysis at pH 7 of 5.86 days. Therefore the test item can form trace surface active degradants and therefore yield a false positive under the conditions of the OECD TG 115 test. According to ECHA Guidance on Information Requirements and Chemical Safety Assessment (Chapter R.7a: Endpoint Specific Guidance, R.7.1.6, July 2017) the study does not need to be conducted.
