Justification:

According to Annex XIII of Regulation (EC) 1907/2006 a PBT and vPvB assessment shall not be conducted for inorganic substances. Zinc m-toluate is an inorganic metal salt; thus, a PBT and vPvB assessment is not required. However, zinc m-toluate consists of zinc cations and toluate anions. The latter is readily biodegradable, not bioaccumulative and not toxic, and thus not PBT.
