The substance intended to be registered is a solid, cf. chapter 4.1.

According to ECHA Guidance on information requirements and Chemical Safety Assessment Chapter R.7a: Endpoint specific guidance, Version 2.4 February 2014, chapter R. "Flash Point: Definition", it is stated that the flash point is the lowest temperature of the liquid (as measured in a prescribed manner) at a pressure corrected to 101.325 kPa, at which application of an ignition source causes the vapour of the liquid to ignite momentarily and the flame to propagate across the surface of the liquid under the specified conditions of test (see section 1.2, Test Method A.9). (cf. p. 64).
