Justification:

Ketimines are formed by a condensation reaction of a ketone and an amine. As this condensation reaction can only be driven to (near) completion by removal of the reaction water, the reaction product remaines in a dynamic equilibrium with the starting materials. Even low amounts of water lead to rapid hydrolysis of the ketimine, yielding the starting materials - ketone and amine.

As the hydrolysis is very rapid, the ketimine is not persistant under environmentally relevant conditions (presence of water); hence, the ketimine cannot be PBT and cannot be vPvB.
