Justification for data waiving:
the study need not be conducted because the available information indicates that the criteria are met for classification as corrosive to the skin or irritating to eyes
Justification for type of information:
According to REACH Annex VIII, section 8.2, text column 2, a in vivo eye irritation study does not need to be conducted if the substance is classified as corrosive to the skin and provided that the registrant classified the substance as eye irritant. Since phosgene is classified as corrosive (R34/Skin Corr. 1B) no in vivo testing on eye irritation is required.
