Description of key information

In accordance with section 2 of REACH Annex XI, the study does not need to be conducted as it is technically not feasible to conduct aquatic toxicology studies because phosgene hydrolyse rapidly (half - life = 0.026 seconds). Any effects resulting from the unlikely introduction of phosgene to surface waters will be attributed to the formation of hydrogen chloride (HCl) and an associated drop in pH. The acute ecological effects of HCl on fish, invertebrates and aquatic plants have been extensively studied. Therefore, the key value is based on information related to HCl.
