Conclusion on classification

Naphthalene has been classified

  • as R50 (very toxic to aquatic organisms) and R53 (may cause long-term adverse effects in the aquatic environment) (according to 67/548/EEC or 1999/45/EC);
  • Aquatic acute 1, H400: Very toxic to aquatic life; aquatic chronic 1, H410: Very toxic to aquatic life with long lasting effects. (according to CLP-Regulation (EC) No 1272/2008).
Note:

1. The large majority of the LC/EC50 results from aquatic short-term tests range from 1 to 10 mg/L. In solitary cases only, the toxicity value is lower than 1, however close to one. This suggests that in essence classification for acute toxicity is not warranted according to CLP-Regulation(EC) No 1272/2008.

2. Most of the findings for naphthalene reported from reliable long-term investigations support the view that the most robust NOECs in water are above 0.1 mg/L. Furthermore, naphthalene proved to be readily biodegradable in a standard ready test, while showing rapid biodegradability in numerous other water test systems. This virtually would justify to allocate naphthalene to the Category Aquatic chronic 3, H412, according to CLP-Regulation(EC) No 1272/2008 rather than to Cat. Aquatic chronic 1.

3. However, the lowest but not verifiable value for a long-term endpoint(NOEC/EC10) is reported to be at 0.020 mg/L, i.e. at least above 0.01 mg/L. This - in combination with the biodegradation properties - would result in Category Aquatic chronic 2, H411.
