As stated in the annex VII point 7.13 of REACH regulation 1907/2008, “This test need not be performed when examination of the structural formula

establishes beyond reasonable doubt that the substance is incapable of reacting exothermically with a combustible material.”

According to the chemical structure it is possible to exclude beyond reasonable doubt that this substance has oxidising properties.

Furthermore the test item is not classified according to the UN classification for the transport of dangerous goods confirming the conclusion based on the chemical structure regarding the absence of oxidising properties.
