Justification:

According to Annex XIII of the REACH Regulation (EC) No 1907/2006, a PBT substance has to fulfil all three of the criteria for persistence, bioaccumulation and toxicity, as listed in part 1 of Annex XIII, and a vPvB substance has to fulfil both criteria for persistence and bioaccumulation, as listed in part 2 of Annex XIII.

The criteria to be used to decide if a chemical substance should be regarded as a PBT or vPvB substance are defined in Annex XIII to REACH Regulation (EC) No 1907/2006. Furthermore it is stated, that the PBT and vPvB criteria of Annex XIII to the Regulation shall not be applied to inorganic substances.

Silicon orthophosphate is not identified as PBT nor as vPvB substance since the criteria shall not be applied to inorganic substances.
