Justification:

The assessed substance rapidly hydrolizes and decomposes in water into the main products diethylenen glycol (CAS 111-46-6), CO2(CAS 124-38-8) and HCl (CAS 7647-01-0). As CO2evaporates and HCl will be neutralized under environmentally relevant conditions, the organic hydrolization product diethylene glycol was used for the PBT assessment of oxydiethylene bis(chloroformate). Diethylene glycol was found to be readily biodegradable, but failing the 10-d window, and is therefore not P/vP.

Following the low log Kow and the estimated low BCF values, the parent compound as well as diethylene glycol are not B/vB.

Diethylene glycol, the main hydrolization product, is not harmful to aquatic organisms according to the available information as well as according to the CoRAP evaluation report (ECHA, 2016). The second hydrolization product, HCl, is acutely toxic or even very toxic to aquatic organisms based on a pH-effect. But it will be neutralized under environmentally relevant conditions and is therefore negligible. Therefore, the substance is not T.

It can be concluded that oxydiethylene bis(chloroformate) as well as its relevant hydrolysis products are neither PBT nor vPvB.
