Waiving of the need for data for this environmental end point is considered relevant because “The substance is highly insoluble in water” (ECHA 2008, Chapter R 7B – Endpoint Specific Guidance).  The dissolution of the chromium metal is so low (0.005 µg/L) that its contribution to the environmental background level is negligible.
