Justification:

The registered substance is a UVCB. It is a mixture of reaction products, with some remaining starting materials, Methyl Anthranilate and Hydroxycitronellal. The reaction products are unstable in solution, being on purpose, precursors for Methyl anthranilate and Hydroxycitronellal. In the aquatic environment rapid hydrolysis to the two starting materials will occur. 

Therefore for PBT assessment, information for the whole substance and the two breakdown products has been considered. Both Methyl Anthranilate and Hydroxycitronellal are not P, not B and not T. They are readily biodegradable, have log Kow values that are significantly less than 4.5 and do not meet any of the criteria for toxicity. Biodegradability data for the whole substance supports the non-peristence of its underlying constituents and degradation products. Although the condensation product(s) in the UVCB have a log Kow of 4.8, these are intended to release Methyl anthanilate and Hydroxycitronellal in-use and, as mentioned above, will be rapidly hudrolysed to these transformation products in the aquatic environment. Thus it is considered that the UVCB substance does not contain any constituents or degradation products that will bioaccumulate. Available aquatic toxicity and human health data for the whole substance does not meet the criteria for T in the Annex XIII of REACH.
