Justification:

Green liquor sludge is primarily an inorganic UVCB substance. PBT/vPvB properties are relevant only for organic substances/constituents. Green liquor sludge contains small quantities of organic constituents from wood raw material and from incomplete burning processes of black liquor fuel.

Green liquor is known to contain < 0.1 % organic PAH trace constituents, some of which may be classifiable as PBTs. However, the concentration of these PAHs remain at very low 0.0001 % wt. level and therefore green liquor sludge need not to be classified as a PBT/vPvB substance.
