According to REGULATION (EC) No 1907/2006, toxicity testing may be omitted, if relevant human exposure can be excluded in accordance with Annex XI section 3. Furthermore, and in accordance with section 3.2 (b) of Annex XI (as amended by Regulation 134/2009), testing for repeated dose toxicity can be omitted when the substance is not incorporated in an article and the manufacturer can demonstrate and document for all relevant scenarios that throughout the life cycle strictly controlled as well as rigorously contained conditions as set out in Article 18(4)(a) to (f) (Regulation 1907/2006) apply. As no toxicity studies with repeated exposure are available, no DNEL values were derived.

According to "ECHA Guidance on IR/CSR Chapter R.8" (ECHA-2010-G-19-EN, Nov. 2012), when no DNEL can be derived, a qualitative approach to assessing and controlling the risks is necessary. In case of the 2-Propanamine, N-[2-[2-(2-methoxyethoxy)ethoxy]ethyl]-2-methyl- there are no adequate dose-response data available which would allow the derivation of the DNEL for dermal local effects. Thus, based on the substance's classification as corrosive (GHS cat. 1C, H314) it is allocated to the medium hazard band and appropriate Risk Management Measures and Operational Conditions are needed (acc. to ECHA Guidance on IR/CSR Part E, Nov. 2012).
