Justification:

According to ECHA’s Guidance on Information Requirements and Chemical Safety Assessment, Chapter R.11: PBT Assessment (June 2017), page 14, the PBT and vPvB criteria of Annex XIII to the Regulation do not apply to inorganic substances. Niobium dioxide is an inorganic substance, and therefore the PBT/vPvB assessment is not required.
