The substance is a reaction mass containing mainly 1,2 dichloropropane - 3,3-dichloropropene and 3-chloropropene. In addition, it contains are also some impurities such as 2,3-dichloropropene and 1,3-dichloropropene cis.

3-chloropropene (concentration range 0.5 -13.5 %) is listed in Annex VI of the CLP Regulation and is classified as Aquatic acute category 1 / H400. 3-chloropropene is considered to be toxic to fish, with 24 -96h LC50 values ranging from 6.9 to 70 mg/l. 3-chloropropene is also found to be toxic to fish in a test with a deviating exposure time of 14 days. For daphnids, 3-chloropropene does not need to be classified for acute toxicity. The lowest LC50-value of 0.34 mg/l is found in a 48h study with Xanopus Laevis. Chronic NOEC values for algae and protozoa are ranging from 6.3 to 8.6 mg/l, and for bacteria of 115 mg/l (data freely available in OECD SIDS dossier).

In addition, 2,3-dichloropropene (concentration range: 5.1 - 8.9%) is listed in Annex VI of the CLP Regulation and is classified as Aquatic Chronic category 3 / H412.

Finally, 1,3-dichloropropene-cis (concentration range 1.5 -6.4 %) is also listed in Annex VI of the CLP Regulation and is classified as Aquatic Acute category 1 / H400 as well as Aquatic Chronic category 1 / H410. There is no need to perform additional testing on aquatic toxicity because the ecotoxicity properties of the substance can be predicted based on the composition of the substance. Actually, by taking into account (1) the classification of the 3 constituents reported above , (2) the fact that the substance can be considered as not readily biodegradable (see section 5) and (3) according to the mixtures's criterias of the DPD/CLP legislation, the following classification for the reaction mass containing mainly 1,2-dichloropropane is proposed:

-R51/53 (Toxic to aquatic organisms, may cause long-term adverse effects in the aquatic environment) according to the DSD legislation

-Aquatic Chronic Cat. 2/H411 (Toxic to aquatic life with long lasting effects) according to the CLP legislation.
