pH of water used was 8.73.

The sample was not easily dispersed in water so it was stirred in a 100 ml volumetric flask for approximately 9 - 10 hours. After stirring, an off-white, opaque solution / suspension was obtained.

Applicant's summary and conclusion

Conclusions:
The pH of the solution was between 9.30 and 9.35 and the average pH was determined to be 9.33.
