The substance is incapable of reacting exothermically with combustible materials, for example on the basis of the chemical structure. Therefore the study does not need to be conducted.

The study does not need to be conducted if the substance is incapable of reacting exothermically with combustible materials, for example on the basis of the chemical structure. Based on CLP criteria, the starting material tartaric acid and the reaction product contain oxygen, but chemically bonded only to carbon or hydrogen. The starting materials ferric chloride and sodium hydroxide are inorganic substances containingrespectively oxygen and halogen, however, based on historical wide use of these substance, no oxidising potential is known, as well as for chloride ions (NaCl) as present in the final reaction product. Moreover, the substance as placed on the market contains a high proportion of water, 65% or 90 -92%.

Justification for classification or non-classification

The substance is incapable of reacting exothermically with combustible materials, for example on the basis of the chemical structure. The classification procedure for oxidising liquids shall not apply, and the submission substance is considered as not classified with regard to oxidising properties.
