Justification:

PERSISTENCE ASSESSMENT

The registration substance is readily biodegradable. (IUCLID Chapter 5.2.1). Therefore the 'vP' and the 'P' criteria of the vPvB / PBT Assessment is not fulfilled.

BIOACCUMULATION ASSESSMENT

The registration substance has a Log Kow of 2.6 (see IUCLID Chapter 4.7).Therefore the 'B' criteria for the vPvB / PBT Assessment is not fulfilled.

TOXICITY ASSESSMENT

The registration substance is not classified as carcinogen, mutagen and reprotoxic according the criteria of DSD 67/548/EEC or CLP 1272/2008 and Amendments thereof.

The registration substance is not classified as T, R48 or Xn, R48 according DSD 67/548/EEC and is not classified as STOT RE category 1 or 2.

The registration substance has an acute toxicity to daphnia and algae EC50>0.01 mg/l. Due to experience with similar cationic substances fish is not the most sensitive species and therefore the acute toxicity to fish is expected to be LC50>0.01 mg/l. The chronic toxicity to algae is EC10=6.42 µg/l. (see IUCLID Chapter 6 and 6.1).

In a conservative approach the ‘T’ criterion of the PBT assessment must be regarded as fulfilled.
