Urea phosphate is directly dissociated into urea and phosphoric acid.

Urea is naturally present at relatively high concentrations in human skin (up to 1% by weight) and is widely used in skin creams for the treatment of dry and irritant skin conditions without any reports of sensitisation reactions. It is therefore considered to be very unlikely to be a skin sensitiser.

Urea phosphate and phosphoric acid are classified as a skin corrosive substance category 1B according to the CLP Regulation Annex VI, table 3.1 (EC Regulation 1272/2008 on classification, labeling and packaging of substances and mixtures). According to the REACH Regulation, testing for skin sensitization does not need to be conducted as the substance is classified as corrosive to the skin.
